The license

RequiresLicense("feature") keeps a module inactive while the installation's license is known to lack the feature: no API key, an invalid key, a license disabled or run out, or one without the feature. For a module that texts reminders through a paid SMS service:

The CMS asks Relatude Services, with the server's API key, at most every ten minutes. When it cannot be reached, the last answer stands, and a module whose license was never checked stays active. The check is the ICmsLicense service, which you can replace.
